UK Local Authorities Intend to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a latest study of local authorities, English councils are planning to sell community centers, sports centres, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group for major urban areas in England stated that six out of ten of local authorities are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling public land and land to support their budgets, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a high proportion of authorities attempting to raise money from a fire sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would prioritise service redesigns and utilising financial reserves to weather increasing fiscal pressures.”

Specific Examples of Proposed Disposals

Medway Council in Kent announced its asset disposal plan featured the disposal of a retail complex in a local town and a community venue in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and business parks owned in two English counties, which all generate rent for Medway council, will also be sold under the plan.

Council Tax Increases and Wider Fiscal Pressures

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will need to raise council taxes next April to cover the rising cost of core provisions, increased rates of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures require time to achieve both better provisions and financial savings,” stated Vince Maple.

He added: “There are demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of regional authorities recently also found council budgets being stretched by the growing number of children and adults requiring special educational assistance.

The County Councils Network projected that council deficits will hit £4.4bn a year by 2029, as they grapple to cope with rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a policy document outlining those reforms was recently delayed.

Disadvantage and Financial Gaps

Based on the latest deprivation measures (IMD) for English councils, several key cities members were among the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 nationally under the latest deprivation indices,” said the study.

“While only one key city is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The figures highlights the scale of challenges facing municipal officials across key cities in the next twelve months,” the report added.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that accounts for and addresses the actual extent of deprivation and need,” said a council leader.

“Without this, local authorities will continue to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the survey found.
